No Dashboard is shown for unknown callers, because there doesn't exist a contact for the caller in the data sources of the Directory. How can I still show a Dashboard for unknown callers?
Two steps are necessary:
1) Navigate to the Connect Client settings of your location in the XPhone Connect server web interface. Scroll down to the "Advanced settings" and click on "Add...".
Add the following entry:

Dashboard.ForceEmptySearch | true
Save the entry and the Connect Client settings.
2) In the Dashboard Designer navigate to the desired Dashboard to be displayed for unknown callers.
In the area "Create/Edit Dashboard" choose the data source "Any data source". (You maybe need to click on the [...] button to find it.)
Save your Dashboard.
Unknown callers should now have a Dashboard displayed.
